Taiwan’s air force is moving forward with plans to construct 26 more fortified aircraft shelters as it anticipates the arrival of an expanded fleet of F-16V fighter jets along the island’s eastern coastline. This buildup follows the acquisition of 66 new F-16V Block 70 jets from the United States, which will bring the total number of these advanced aircraft stationed in the area to between 110 and 120. The new jets are set to be based at Chihhang Air Base in Taitung County, enhancing the existing presence of F-16V Block 20s in Hualien County.
To safeguard this enlarged fleet, the air force has earmarked over NT$6.88 billion for infrastructure developments between 2027 and 2031. This investment will focus on erecting new shelters in Hualien and Taitung, with 22 shelters slated for Hualien and four for Taitung. Additionally, Hualien will see the construction of five general aircraft hangars and auxiliary facilities to support transport aircraft operations.
The timeline for these developments begins with initial project management, surveying, and design in 2027. Detailed design work and contracting are expected to follow in 2028 and 2029, leading to the commencement of construction in 2030, with completion targeted for 2031. These shelters are part of a strategy to implement a “one aircraft, one shelter” policy, aimed at enhancing the resilience of Taiwan’s fighter fleet in the event of military hostilities. The ability to disperse aircraft to fortified facilities in Hualien and Taitung is intended to maintain the air force’s operational readiness and defensive capabilities.
The new structures are designed to offer improved protection against explosive threats, ensuring that a greater number of fighter jets remain mission-ready even if an attack occurs. This development is part of broader efforts to bolster Taiwan’s defense posture amid evolving global security challenges.

He underscored the importance of enhancing joint operations, developing asymmetric warfare capabilities, and integrating artificial intelligence into future defense strategies. Lai reiterated the necessity of sustained investment in national defense, highlighting that robust military capabilities are crucial for maintaining peace and safeguarding Taiwan’s sovereignty.
