A report from a United Nations scientific panel has raised alarms about the rapid progression of artificial intelligence (AI) outpacing global regulatory measures, particularly affecting the Global South, which remains largely sidelined in both the development and governance of the technology. Despite being significantly impacted by AI’s ramifications, these regions are not adequately involved in shaping its future.
The Independent International Scientific Panel on AI, created by the UN General Assembly, delivered its inaugural global review in advance of the Global Dialogue on AI Governance scheduled in Geneva. The assessment underscores that while AI capabilities are advancing swiftly, the corresponding scientific understanding, regulatory structures, and oversight systems are struggling to keep up with these advancements.
Key concerns were raised about the concentration of AI development within a few countries and major tech corporations. The report points out that the most sophisticated AI models are being developed primarily by private sector entities, with the United States and China leading the charge. Meanwhile, numerous developing countries find themselves with minimal influence over AI policy and governance, which could have profound implications for global equity and representation.
UN Secretary-General Antonio Guterres has called for urgent action from governments to establish common rules for managing AI. He cautioned that any delay in doing so could erode both public and governmental control over this transformative technology. Additionally, the report highlights escalating risks associated with AI, such as threats to security, human rights, democracy, and economic inequality. These concerns underscore the necessity for enhanced international collaboration to guide AI’s trajectory responsibly and inclusively.
