The European Union has implemented a new €3 ($3.40) customs handling charge on low-value e-commerce shipments entering its member states. This fee specifically targets imports from international platforms like Shein, Temu, and AliExpress, which have previously enjoyed duty-free status. The charge is applied to each customs classification within a package, meaning that parcels containing various types of products will incur multiple fees, whereas those with identical items will only be subject to a single €3 fee.
This initiative is part of the EU’s strategy to combat unfair competition and prevent the exploitation of customs exemptions that have enabled foreign online retailers to sell goods at significantly lower prices. In recent years, the volume of low-value parcels arriving in the EU has surged, largely due to the burgeoning cross-border e-commerce sector.
EU officials have indicated that the new fee structure aims to level the playing field for European businesses by addressing these competitive imbalances. By imposing the charges, the EU seeks to ensure that foreign e-commerce platforms adhere to the same regulations as domestic sellers.
Industry experts predict that in the short term, the introduction of these fees will lead to a decrease in e-commerce air shipments into Europe. Online platforms might respond to the increased costs by modifying their pricing strategies or negotiating with suppliers to absorb some of the additional expenses.
