Taiwan Power Co (Taipower), the state-owned electricity utility of Taiwan, is facing a significant increase in its fuel costs, potentially exceeding NT$160 billion (approximately US$4.92 billion) this year, primarily due to elevated natural gas prices linked to ongoing tensions in the Middle East. This surge in costs follows a more than 70 percent rise in natural gas prices since the conflict involving the United States, Israel, and Iran began in late February.
Between March and August, Taipower’s fuel expenses grew by approximately NT$71.1 billion, further straining the utility’s finances. The company has warned that these rising costs could lead to an additional NT$70 billion in accumulated losses by the end of the year, pushing total losses to around NT$420 billion. The financial strain is further exacerbated by high fuel import costs, electricity rates that do not cover operating expenses, and substantial interest payments on infrastructure-related borrowing, which currently stands at NT$1.85 trillion with annual interest expenses expected to reach NT$30 billion.
In response to its growing financial challenges, Taipower is seeking government assistance through a proposed NT$71.1 billion supplemental budget, which is awaiting legislative review. Despite the increasing costs, electricity rates have remained unchanged since September of the previous year when a modest 0.71 percent increase was implemented. The government has opted not to raise rates in recent reviews to avoid adding pressure to consumer prices.
Taipower, however, has proposed a 12.83 percent increase in electricity rates to cope with the rising fuel expenses and mounting financial pressures. The government is set to review electricity pricing again in December, which may lead to further discussions on how to balance consumer interests with the financial viability of the state utility.
This situation underscores the broader impact of geopolitical tensions in the Middle East on global energy markets and the challenges faced by Taiwan in maintaining stable electricity prices amidst rising energy import costs. The outcome of the proposed budget and potential rate adjustments will be critical in determining Taipower’s financial stability and the future direction of Taiwan’s energy pricing strategy.
